How can I edit AutoCad files?

I have a .DWG file that I need to edit. This is a survey that needs to be simpler so I want to take out one layer. Is the only way to do this to buy AutoCad or are there some other programs (preferably shareware) that work with dwg files?

    ZwCAD is about 10 times cheaper than AutoCAD. You can download a trial version 30 days for free and edit your files.

    I am working in ZwCAD and meets my needs in 2D. And 3D but not so well.
