How do I add layer to my layer manager in AutoCad 2008?

I have the layer toolbar on my desk top and I dont know where to add a new layer. The older versions gave you the ability to do that. Is there another toolbar that I dont know about to do this function?

    On the far end of the LAYER toolbar is the Layer Properties Manger icon. Roll your mouse over it to identify it, then click on it. Or you can type LA at the command prompt and hit return. Either method will open up the Layer Properties Manager.

    Then near the top center of the Layer Properties Manager window, you should see 3 or 4 icons. There is the green checkmark SET CURRENT LAYER icon, a red X DELETE LAYER icon, and one or two more icons. One of those icons is the NEW LAYER icon. It has what looks like a gold shining star over a light blue angled square.
