How do I overlay a DXF file on a DWG file in AutoCAD 2008?

I have a map that has coordinates assigned to it and a DXF that also has assigned coordinates. I want to put the DXF on the map in the correct place. I have tried DXFIN and XREF and am apparently doing something wrong?

Any suggestions?

    In the drawing you want to copy from – use the “Copy with Base Point” command. You have to pick a reference point then select objects then press enter to finish the command.

    In the drawing you want to copy to use Paste. You might have to scale it to get everything to line up. The point you click after the paste command will be the same as the reference point from the copy command.
